Boot into Windows Recovery

1) Troubleshoot

2) Advanced options

3) Command Prompt.
4) copy c:\windows\system32\utilman.exe c:\
5) copy c:\windows\system32\cmd.exe c:\windows\system32\utilman.exe

6) Reboot Computer.

7) At Logon screen click utilman icon.

8) Command box will open. 

9) net user USERNAME PASSWORD

10) login as USERNAME.
